FBI Director Patel Had Secret $1M Fund To Award Bonuses to Loyalists

FBI Director Kash Patel is facing accusations of using taxpayer money to fund over $1 million in illegal bonus payments to political allies within the Bureau. In a letter sent to Patel in June 2026, Rep. Jamie Raskin, the ranking member of the House Judiciary Committee, alleged that Patel has been operating a "personal slush fund" to reward loyalists with recurring payments of up to $8,000 every two weeks—in many cases on top of salaries that had already reached the federal maximum. According to Raskin, numerous agents received at least five consecutive bonus payments, totaling nearly $40,000 per person. Disbursements were made at such a rapid pace that some payments bounced as the fund was quickly exhausted. The primary beneficiaries were members of Patel's "Director's Advisory Team,” a unit created in 2025 and reportedly known internally as the "payback squad,” which is tasked with building politically motivated cases to discredit federal law enforcement officials that have investigated Trump and his allies. Raskin described the team as "a curated group of agents who are willing to carry out [Patel's] unlawful partisan and personal orders."

ANALYSIS & OPINION

By circumventing the legal limits on what federal employees may be paid, Patel and the FBI may have knowingly been breaking federal law—and misusing taxpayer funds in the process. The probe also raises questions about what exactly the "payback squad" was being paid extra to do—or to stay quiet about. Patel has separately faced allegations of drinking on the job, and Raskin's letter says that "It is not clear whether these bonus payments have simply been a corrupt attempt to slide cash to friends or whether they are also meant to ensure the silence of the agents who witness [Patel’s] inebriation and accompanying professional negligence and misconduct." These allegations are the latest in a string of misconduct accusations against Patel, who has also drawn scrutiny for allegedly misusing FBI resources for personal travel and his girlfriend's security. The fact that the payments went specifically to MAGA loyalists also raises concerns that Patel is "transforming the nation's top law-enforcement agency into an instrument of the Trump agenda, political and personal.”

HOW TO FIX IT

Federal action:

  • Subpoena Patel to compel him to hand over documents regarding the fund—though as the minority, Democrats can only do so if they regain control of the House in the 2026 midterm elections. In the meantime, any member of Congress can request that the Government Accountability Office (GAO) launch an independent audit of the FBI's bonus payment practices, although the GAO cannot force Patel to comply. 

  • Pass the FBI Whistleblower Protection Enhancement Act of 2025, which would strengthen legal protections for FBI employees who report misconduct within the agency. 

  • Pass legislation requiring all federal employee bonus payments above a set threshold to be publicly disclosed and reported to the relevant agency's Inspector General within 30 days, including mandatory written justification for any recurring payments. Criminal penalties could also be established for knowingly structuring payments to evade statutory pay caps.

  • Pass the Protecting Our Democracy Act, which would protect Inspectors General (IGs)—independent watchdogs within federal departments and agencies who are tasked with investigating waste, fraud, and abuse—from being removed without legitimate, documented justification submitted to Congress.
